It was noted that the bill (reg. No. 2399) aims at ensuring absolute fulfillment of state’s obligations according to the pilot judgment of the European Court of Human Rights in the case of “Yuriy Mykolayovych Ivanov against Ukraine”.

The bill suggests amend laws “On Enforcement Proceedings” and “On State Guarantees for Execution of Court’s Judgment”.

It was noted that suggested amendments provide opportunities for harmonization of Ukraine’s legislation regarding the execution of court’s judgments and solution of problematic issues of non-execution of court’s judgments, (the country bears responsibility for their execution), in the context of Ukraine’s commitments to the European community and international standards of execution proceeding.

During the preparation of the draft law for the second hearing, several proposals of the subjects with the right of legislative initiative were received. Some of the proposals were considered and taken into account.
