The Committee on Judicial Policy recognized the draft law on amendments to several laws of Ukraine re raising the status of directors of ministries’ departments and settlement of several issues pertaining to organization of activity of ministries and other central executive bodies, as non-contradicting to the provisions of the Constitution of Ukraine

The bill (Reg. No. 2943) was elaborated in order to increase the role of directors of departments of ministries’ secretariats in connection with the administrative reform undertaken by the President of Ukraine and as a result of which, the number of deputy minister positions was significantly decreased.

It is suggested amend the Laws “On the Committees of the Verkhovna Rada of Ukraine” and “On Central Bodies of Executive Power”, as well as article 15 of the Law “On Citizens’ Appeals”.

People’s deputies believe that introduction of amendments, suggested by the bill and pertaining to authorities of ministers, their deputy chairmen, directors of departments of ministries’ secretariats, ministries’ territorial bodies and other central executive authorities are predicated on the constitutional and legal basis.
