397 people’s deputies registered in the session hall. The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak declared the morning meeting opened.

According to article 17 of the Law of Ukraine “On the High Council of Justice” and article 217 of the Rules of Procedure of the Verkhovna Rada of Ukraine, before entering the position of the High Council of Justice member Serhiy Vynokurov took an oath.

Then the Chairman announced for consideration the bill on amendments to several laws of Ukraine regarding execution of judgments. The Minister of Justice Olena Lukash noted that this document in particular was developed by the government in order to ensure full compliance with the country’s obligations and improvement of provisions of the Law “On State Guarantees for Implementation of Court Decisions”. The Deputy Chairman of the Committee of the Rule of Law and Justice Dmytro Shpenov stressed that the document suggests establish the mechanism for ensuring state payment and indebtedness of specified categories of cases from the state budget. Unpaid costs are considered to be creditor indebtedness of Ukraine’s state budget and are discharged with its funds.            

Following the discussion, Volodymyr Rybak suggested vote for this bill after the break in the morning meeting, i.e. at 12:30, having previously discussed the documents at 12:00 with factions’ leaders and announced for the discussion the bill on amendments to the Criminal Executive Code of Ukraine concerning the procedure and conditions of serving a sentence.   

The people’s deputy, member of the Committee on Legislative Support and Law Enforcement Serhiy Sas claimed that the bill stipulates amendments to several articles of the Criminal Executive Code of Ukraine. 379 people’s deputies voted for the decision to adopt the bill in the second reading and in entirety.  

The draft law on amendments to the Customs Tariff of Ukraine, approved by the Law of Ukraine “On the Customs Tariff of Ukraine” (new version), was discussed. The document was elaborated with the aim to bring the country’s legal framework in accordance with the provisions of the International Convention on the Harmonised Commodity Description and Coding System which Ukraine acceded through creating Customs Tariff. The basis of Customs Tariff is the new version of Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED), formed on a basis of the Harmonised Commodity Description and Coding System of 2012 (HS-2012) and Combined Nomenclature of the European Union. The bill was elaborated also in order to fulfill tariff commitments achieved in the negotiations process connected with Ukraine’s entering the WTO. 365 people’s deputies voted for adopting the bill as a basis.  

The draft resolution on including the bill “On strengthening guarantees of judges’ independence” to the meeting’s agenda and referring it for the conclusions to the Constitutional Court was discussed comprehensively. The draft law suggests amend the Constitution of Ukraine.     

The Verkhovna Rada adopted the Resolution by 337 votes “for”.

After the break, Volodymyr Rybak announced about people’s deputy of Ukraine Vadym Novynskyi entering the deputy faction Party of Regions in the Verkhovna Rada of Ukraine of the seventh convocation

Then, the peoples deputies voted for the bill on amendments to several laws of Ukraine re execution of court judgments. The bill was adopted as a basis by 340 votes. Term of consideration of the bill is the second reading was reduced.

The Verkhovna Rada adopted several resolutions on appointment and dismissal of judges. Afterwards, the Chairman adjourned the morning meeting.

397 people’s deputies registered in the session hall during the evening meeting. Volodymyr Rybak announced for consideration the bills on repeated election of the people’s deputies in single mandate election districts No No 94, 132, 194, 197, and 223. The Chairman of the Committee on State Building and Local Self-Government Davyd Zhvaniya reported on the issue. In particular, he informed that the Committee upheld the bill No 2971-д as considering interests of all parties concerned. 

Volodymyr Rybak noted that during the meeting of the Conciliatory Council it was agreed to vote for the bill No 2971-д in the first reading and in entirety, without discussion. 371 people’s deputies upheld this decision. The Chairman announced that the bills No 2971 and 2971-1 are deemed to the rejected.

Further on, deputies considered the bill on amendments to the Law of Ukraine “On State Registration of Legal Entities and Natural Persons” regarding simplification of registration of persons as tax payers. The bill amends the procedure of submitting a registration statement on voluntary registration of a VAT tax payer as well as a statement on choosing a simplified taxation system, established by the Tax Code. The document supplements the existing list of ways to submit a registration statement to the body of state tax service.

The Law “On amendments to several laws of Ukraine re reducing the number of licensing documents to be received by food business operators” was also adopted in entirety by 313 votes. The law aims at simplifying activity of economic entities, deregulation of entrepreneurial activity and harmonization of Ukrainian legislation with the EU legislation in the part of issuance of licensing documents.  

The Law “On amendments to the Tax Code of Ukraine re registration of persons as tax payers” was adopted by 271 people’s deputies and the Law “On approval of the National Target Research and Technology Space Program for 2013-2017” – by 313 votes.

The Verkhovna Rada adopted the Law “On amendments to several legislative acts of Ukraine re childhood protection” by 279 votes. The law stipulates refining regulatory support of social protection of children; increasing efficiency of implementing state policy in the sphere of childhood protection; improving activity of central and local executive bodies and bodies of local self-government pertaining to social work with children that require special attention on the part of the state, etc.  

The Verkhovna Rada recommitted the bill or reforming print media (Reg. No. 2600) to the specialized committee for the repeated first reading.

The Law “On amendments to the laws of Ukraine “On Architecture Activity” and “On Licensing of Certain Types of Economic Activity” was adopted with consideration of proposals of the President of Ukraine by 226 votes.

Parliament members voted also for ratification of the Agreement on Social Maintenance between Ukraine and the Republic of Poland.

The draft law “On amendments to several laws of Ukraine re issuance of a permit to hire employees, so that they further could perform work in Ukraine for another employer” was adopted as a basis by 252 votes.

In order to consider the law on amendments to several laws of Ukraine regarding stimulating investment, Volodymyr Rybak prolonged evening meeting for 15 minutes. The deputies adopted the document as a basis by 232 votes.

The bill on the National social program of physical culture and sport development for 2013-2017 was adopted as a basis by 315 votes.

Thereafter, the Chairman adjourned evening meeting. Next plenary meeting of the Verkhovna Rada will be held on Friday, September 6 at 10 a.m.
