The Committee on Judicial Policy recommends that the Parliament should adopt the bill on amendments to clause 98 of the Constitution of Ukraine (re authorities of the Counting Chamber) as a law by not less than two thirds of votes of the constitutional majority of the Verkhovna Rada

The draft law (Reg. No. 2049) is aimed at expanding the jurisdiction of the Counting Chamber of giving it the authority to exercise control over revenue to the State budget of Ukraine.  

The draft law suggests amend clause 98 of the Constitution of Ukraine in such version:

“Clause 98. The control on behalf of the Verkhovna Rada of Ukraine over revenue to the State budget of Ukraine and their use is exercised by the Counting Chamber.

Organization, authorities and operating procedures of the Counting Chamber are determined by the law.”

According to the requirements of clause 155 of the Constitution of Ukraine, the bill on amendments to the Constitution of Ukraine, previously approved by the constitutional majority of the Verkhovna Rada, was considered to have been adopted, if during the next consecutive meeting of the Verkhovna Rada not less than two thirds of the constitutional majority of the Verkhovna Rada voted for the bill.
