346 peoples deputies registered in the session hall. The First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik, who presided at the meeting, declared it open.

He also informed about the presence of the members of the Cabinet of Ministers during the “Hour of questions to the government” and noted that they will answer the questions on the preparation of housing and communal services to the heating season, on the supply of fuel and energy resources, on the status of compliance of trade agreements with the Russian Federation, on general consequences of Ukraine joining the WTO.

The First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Hryhoriy Semchuk informed that it is planned to prepare 205 000 residential buildings for operation in winter conditions, 191 000 (93% from the total) have already been prepared. 185 000 passports of readiness have already been issued. According to the schedule, 23 700 (97%) out of 24 500 planned boiler houses have been prepared.     

According to him, this year a lot of attention has been paid to the issue of modernization and reconstruction of boiler facilities, i.e. heat supply enterprises. 636 (96%) out of planned 663 boiler houses have already been repaired. Apart from this, 1113 boilers were planned to be replaced. 1067 boilers (96%) have been replaced so far. 972 boilers (91% out of planned) have been thoroughly repaired. 477 kilometers of heat supply networks are planned to be replaced before the heating season starts, this task has been completed for 95% so far. 5 300 central heat supply stations have been prepared.        

Hryhoriy Semchuk also stressed that 2 500 sewage pump stations, 235 water intake facilities and 800 sewage systems have been repaired.  

Minister of Energy and Coal Industry of Ukraine Eduard Stavytskyi reported on fuel and energy resource endowment.

Minister of Economic Development and Trade of Ukraine Ihor Prasolov reported on the state of adherence to the agreements with the Russian Federation and on the overall effects of Ukraine’s WTO accession. Thereafter, parliament members responded to the questions of the people’s deputies.

After the Government Question Hour, the Chairman of the meeting declared deputiesinquiries. 

The Verkhovna Rada granted a hearing to the issue of appointment of early local elections. The Chairman of the Committee on State Building and Local Self-Government Davyd Zhvaniya reported on the matter. According to him, during the meetings on March 20, April 17 and June 19, 2013, the Committee has generally considered 95 motions of separate local councils on appointing early elections in 83 villages and 12 townships in connection with early termination of powers of their heads, according to article 79 of the Law of Ukraine “On Local self-Government in Ukraine”. On September 4, the Committee took the decision to recommend the Verkhovna Rada change the date of holding early local elections, suggested in these bills, to December 15, 2013. The people’s deputies upheld such a decision.  

Then, the peoples deputies considered issues provided in the part “Different”. After the discussion, the Chairman adjourned the meeting and informed that the next plenary meeting will be held on Tuesday 17 at 10 a.m.
