The Committee on Culture and Spirituality to work on 130 draft legislative acts during the third session of the Verkhovna Rada of Ukraine of the seventh convocation

 Particularly, it is planed to prepare for the second reading the draft resolution on Recommendations to parliamentary hearings entitled “Problems of Ukrainian book publishing development, book distribution and prospects of support of book reading in Ukraine” (Reg. No. 2246a).

Under the new version of the document, adopted as a basis, the Verkhovna Rada is to:

amend the Tax Code;

settle the issue of Ukraine’s accession to the Florence Agreement and the Nairobi Protocol;

amend the Law “On State Procurement”;

amend the Law “On State Social Standards and State Social Guarantees”;

promote refinement of legislation in the part of administrative, customs and tax regulation of activity of subjects of publishing, as well as mechanisms of control over books imported to the territory of Ukraine, etc.  

The Cabinet of Ministers is also recommended to:

elaborate and approve the State target national cultural program for popularization of national printed output and reading for 2014-2018; 

provide funds in the State Budget of Ukraine for the coming years for implementation of the State target national cultural program for popularization of national printed output and reading for 2014-2018; 

elaborate mechanism of special lending regime for publishing enterprises;

elaborate and bring forward for consideration by the Verkhovna Rada the draft law that would allow protect Ukrainian book market against uncontrolled import with the help of quota mechanism;

provide financial support to book fairs and exhibitions in Ukraine, etc.

The draft law on amendments to the Law “On Publishing Industry” (re subjects of publishing industry) (Reg. No. 0896) shall be scrutinized for the second reading.

The document suggests a new version of article 1 of the applicable law that includes definition of terms used in this sphere.

Under the Committee’s work plan, it is planned to hold committee hearings entitled “Refinement of legal mechanisms that ensure social protection of cultural workers” and the round table discussion entitled “Ways to improve activity of archive institutions and the problem of free access to the study of "blind-spots" of Ukrainian history”.
