Improvement of legislative basis for functioning of transport and communication branches was among the main directions of the Committee’s activity.
During the second session, the Committee held two meetings and scrutinized 17 issues. As a result of their consideration, the Committee recommended that the Verkhovna Rada should adopt as a basis 2 bills, reject – 1, shift consideration – 2.
In particular, the Committee considered the draft law:
- on supplementing article 19 of the Law “On Road Traffic” re usage of light-reflecting items by cyclists and teamsters at night time (Reg. No. 2519);
- on amendments to the Air Code of Ukraine (re increasing compensation by transport operator) (Reg. No. 2632);
- on amendments to several legislative acts of Ukraine re regulating peculiarities of functioning of national system of people search and rescue and marine search and rescue service (Reg. No. 2827).
On 14 May 2013, during the session of the Verkhovna Rada, the issue of “Proposals of President to the Law “On amendments to several legislative acts of Ukraine re regulating communications sphere” (Reg. No. 0991) was considered - President's veto was not overridden.
During the second session, the Committee members actively worked in subcommittees on the bills, and considered a range of issues related to implementation of current law in the sphere of transport and communications.
The Committee held 5 conferences and round table discussions. Particularly, in June 2013, a round table discussion was held entitled “Ways of increasing responsibility of air carriers for violation of the rights of consumers – passengers.”
The Committee representatives participated in the meetings of the collegiums of the Ministry of infrastructure, Ukravtodor, the State Inspection on land transport security, the State Inspection for safety at sea and river transport, the National Commission for Regulation of Communications and Informatization.
The Chairman and members of the Committee held personal appointments with citizens, where they considered improvement of the transport sector and the communications sector, social protection.
The Committee worked over 600 letters and appeals for the period from February to July 2013.
According to the Committee’s secretariat, 91 bills are in the process of elaboration, 25 of them are appointed as the main by the Committee.
