The decision regarding the resolution “Promotion of Energy Saving and Energy Efficiency in the OSCE Region” was adopted on July 1 during the XXII Annual Session of the OSCE Parliamentary Assembly in Istanbul (the Republic of Turkey).
The draft resolution, initiated by the Chairman of the Standing Delegation of the Verkhovna Rada of Ukraine Oleh Zarubinskyi, was adopted unanimously.
In his speech, the Chairman of the Standing Delegation of the Verkhovna Rada of Ukraine focused attention on the fact that energy efficiency is one of the key elements ensuring stability of using energy resources. He suggested that the OSCE Secretariat and the Office of the Co-ordinator of OSCE Economic and Environmental Activities take measures on further development of cooperation and dialogue with respective international and regional organizations in the sphere of energy efficiency, including by organizing regular meetings to support the attempts made in the sphere of energy saving and energy efficiency.
O.Zarubinskyi stressed the necessity to activate cooperation in the sphere of energy saving, which shall promote conservation of climate.
The Resolution approves fruitful discussion in the course of Ukraine’s presidency during the First and Second Preparatory Meetings of the 21st Economic and Environmental Forum that took place in Vienna on February 4-5 and in Kyiv on April 16-17, 2013. As a result, the following things were approved: the necessity to increase energy saving and energy efficiency as well as the importance of these tasks; joint initiative of the presidents of Ukraine and Turkmenistan on holding the international conference entitled “Energy safety and stable development – the prospect of the OSCE” in Ashgabat in October 17-18, 2013; and the attempts of the OSCE member states regarding further development of energy efficiency and renewable energy sources as important elements for strengthening energy and environmental safety were upheld; etc.
At the end of the speech, O.Zarubinskyi called participants of the forum to active cooperation and interaction at the level of international organizations in the sphere of energy safety and energy efficiency.
The decision regarding the resolution “Transnistrian Settlement Process” was unanimously taken on July 2 at the meeting of the I general committee on political issues and safety.
The Resolution approves commitments made during Ukraine’s OSCE presidency in order to progress in Transnistrian settlement. In connection with this, the Resolution highly appreciates the visit of the acting OSCE President, the Minister of Foreign Affairs of Ukraine Leonid Kozhara to Moldova in January this year.
In his speech, the Chairman of the Standing Delegation of the Verkhovna Rada of Ukraine focused attention of participants on actual results of negotiation process. He stressed that the OSCE PA makes its contribution in promoting the process of settlement and, thus, demonstrating commitment of parliament members to support peaceful and sustainable conflict settlement, which is one of the priorities of Ukrainian presidency this year.
