The First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik deems accusation against the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak regarding violation of requirements of the Rules of Procedure while considering the issue of denunciation of the Agreement on avoiding double taxation of incomes and property between the Government of the Union of Soviet Socialist Republic and Government of the Republic of Cyprus of October 29, 1982 to be absolutely incorrect.
“Selective comments by representatives of certain political forces in regard to adherence to the Rules of Procedure by the Chairman of the meeting are quite surprising,” noted I.Kalyetnik. “The Chairman of the Verkhovna Rada, exclusively within the existing legislation, daily seeks for compromises on difficult issues. Particularly, at the request of deputies, he quite often makes concessions,” he added.
In regard to consideration of the issue of Agreement denunciation, the First Deputy Chairman of the Verkhovna Rada of Ukraine noted that at the request of representatives of the All-Ukrainian Union “Batkivshchyna” the Chairman put both draft laws on denunciation of the Agreement on avoiding double taxation of incomes and property between the Government of the Union of Soviet Socialist Republic and Government of the Republic of Cyprus to vote.
“Let me cite the room document: “We, the faction of “Batkivshchyna”, demand to urgently vote for the laws submitted and to stop all these dirty offshore schemes. Thank you for attention. Glory to Ukraine!

I put to vote the second bill. The draft Law (0002-1) on denunciation of the Agreement on avoiding double taxation of incomes and property between the Government of the Union of Soviet Socialist Republic and Government of the Republic of Cyprus of October 29, 1982 as a basis. Vote, please.
123 – “for”. 0 – “against”, 3 – “restrained”, 107 – did not vote. The Laws are rejected”.
“Summing up, I would like to say that those who treat the Rules of Procedure in such a distorted way prevent us from reaching compromises on difficult issues,” said I.Kalyetnik. “Thus, the opposition failed to mobilize even members of its factions to participate in decision taking on Agreement denunciation,” he added.
