The bill (Reg. No. 2368) suggests amending articles 59 of the Land Code and article 6 of the Water Code, according to which, Ukrainian people exercise ownership of water (water bodies) not only through the Verkhovna Rada of Ukraine, the Verkhovna Rada of the Autonomous Republic of Crimea, local councils, but also through a local referendum.

The Committee believes that "this provision is a threat of the privatization of a large number of water bodies, which are now owned by state and law of the state and the Ukrainian people will be limited."
