The bill (Reg. No. 2498) suggest consolidating on the legislative level specified functions and targets of the Ministry of Defense and the General Staff of the Ukrainian Armed Forces, bringing legislative acts in line with changes in military political situation in the world and around Ukraine, and in foreign and domestic policy of the state. To this purpose, it is suggested to amend and supplement the Laws “On Defense of Ukraine”, “On Legal Regime of the State of Emergency” and “On Legal Regime of the Martial Law.”
In particular, it is suggested supplementing the Law “On Defense of Ukraine” with new terms. Amendments and supplements to the laws “On Legal Regime of the State of Emergency” and “On Legal Regime of the Martial Law” concern, particularly, specification of conditions of state of emergency, additional measures of legal regime of the state of emergency due to massive violations of public order, as well as measures of the legal regime of the martial law.
People’s deputies expressed concern about the amendments to the Law "On Legal Regime of the State of Emergency" due to the introduction of possible legal bases for arbitrary state of emergency.
Following the discussion, the Committee agreed by majority of votes to recommend that Parliament should adopt a bill as a basis, instructing the Committee on National Security and Defense to finalize it, taking into account the comments and suggestions made ??and submit to the Parliament in the second reading.
