The Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation does not uphold the draft law on amendments to the Budget Code of Ukraine re payment of environmental tax by enterprises of separate branches of industry

It was noted that amendments to the Budget Code were made on December 23, 2010 that stipulate reallocation of environmental tax in order to decrease revenues to the special fund of local budgets.   

The bill (Reg. No. 2807) provides for:

the possibility of multilevel control over the use of funds received from environmental pollution payments;

responsibility of enterprises for misuse of funds collected that remains at their disposal, etc. 

Committee members stressed that the suggested amendments shall decrease the amount of environmental tax that is allocated to local budgets, which, in its turn deprives bodies of local self-government and local bodies of executive power of possibility to properly exercise authorities determined by articles 15 and 20-4 of the Law “On Environmental Protection”, the water Code and other legislative acts of environmental nature.
