Mykola Tomenko: The Parliament has taken another Step to restore Control over the Ukrainian Children adopted by the Foreign Citizens

 

Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, believes that the Parliament has taken a serious action to regulate the interstate adoption. He made this statement, commenting on the adoption of the bill on Amendments and Supplements to Clause 212 of the Family Code of Ukraine (re Adoption). The bill (Reg. No.4313) supplements Clause 212 of the applicable Law determining the persons who can not be adopters with the following phrase: "who are citizens and permanently reside in the countries that have not concluded the agreements on cooperation in adoption with Ukraine, except when the citizens concerned are the relatives of a child or are married to the father of mother of a child. The ban on adoption is also extended on the stateless persons."

 

Supporting the bill, Mykola Tomenko reminded that in due time he had managed to convince the Parliament to regulate the interstate adoption. Several years ago, The Verkhovna Rada adopted the bill prohibiting single foreigners to become adoptive parents. "Thus, we have partially restricted adoption of Ukrainian children by the foreigners with ‘dubious´ reputation," he stressed.

 

Commenting upon the bill (Reg. No. 4313), the Deputy Chairman stated that it gave impetus to the Government, the Ministry of Foreign Affairs, the Ministry of Family Matters, Youth Policy and Sports, and the Ministry of Justice to conclude international agreements on adoption with the countries, whose citizens apply for adoption in Ukraine. "The citizens of numerous countries adopt our children. However, the state loses control over the destiny of these children due to the lack of respective international agreements," Mykola Tomenko admitted.

 

"Today, the Parliament has taken another step to restore control over the Ukrainian children adopted by the foreign citizens. The Government should establish control over this process by means of the international agreements," Mykola Tomenko summed up.
