The Committee on Industrial and Regulatory Policy, and Entrepreneurship recommends the Parliament to adopt the Bill on Amendments to several Legislative Acts of Ukraine due to Adoption of the Law "On Licensing System in the Economic Sector"

The bill (Reg. No.7065) regulates the relations between the licensing authorities and economic entities connected with the issue of licensing documents in accordance with the Law "On Licensing System in the Economic Sector."

 

N. Korolevska, author of the bill, declared that the Law "On Licensing System in the Economic Sector" sets the legal and organization principles of the licensing system in the economic sector, and determines the order of issue of the specialized documents. Under part 1 of clause 4 of the Law, the Laws regulating the relations connected with the receipt of licensing documents establish the obligation to receive licensing documents; the licensing authority issuing the license; a paid or a free-of-charge basis for the issue of licensing documents; the terms for passing the resolution on the issue or denial in the issue of licensing documents; the list of grounds for the denial in the issue of licensing documents or their cancellation.

 

To harmonize the legislation with the principles and requirements of this Law, the bill amends several legislative acts regarding the license receipt.

 

In particular, the Water Code of Ukraine, the Laws "On Protection of the Atmosphere", "On Wild Animals Protection", "On Flora" and "On Pesticides and Agricultural Chemicals" are amended.

 

Pursuant to the bill, the licenses shall be issued to the economic entities on a free-of-charge basis, except for the payment for a special use of flora and fauna.

 

The Committee members believe that adoption of the bill will improve the legislative environment of the relations connected with the licensing documents.
