It is planned to draft the bill on the conflict of interests in the professional activity of public officials (Reg. No.4420). The bill defines the term of a conflict of interests, and sets general requirements and restrictions for the behavior of public officials to prevent the conflict of interests; regulates the order of conflict of interests settlement; envisages liability for the non-observance of requirements for the conflicts of interests.
The Committee members are convinced that the alternative bill "On Rules of Professional Ethics in the Public Service, and Prevention of Interests Conflict" (Reg. No4420-1) also needs adjustment. It defines the principles of the professional ethics of the public officers; rules of prevention and regulation of the conflicts of interests in the activity of the public officers; restriction in connection with the termination of the public service; legal status of the authorized body and authorized persons who support implementation of the law; legal responsibility for the non-observance of the professional ethics of public officers, etc.
The People´s Deputies deem necessary to draft the bill on the governmental financial control over the public service (Reg. No.4472). The bill (Reg. No.4472) fixes the order of declaring the income, property status and expenditures by the persons authorized to fulfill the functions of the state and local self-government bodies, and their relatives; using the declared data to prevent the conflicts of interest and corruptive infringements.
The People´s Deputies elected Ivan Vernydubov, Chairman of the Subcommittee on Legislative Support of Fighting Organized Crime and Corruption and Implementation of the World Anti-Corruption Standards, as a head of the working group.
