The Committee on National Security and Defence recommends The Verkhovna Rada to adopt the Bill on Amendments to several Legislative Acts of Ukraine (re Regulation of Labour and Official Legal Relations, and Correction of Deficiencies in the Laws on the State Secret)

Anatolii Hrytsenko, Committee Chairman, presented the bill (Reg. No.7233), declaring that the document amended clauses 22, 23, 24 of the Law "On State Secret" and clause 40 of the Code of the Laws on Labour of Ukraine. Under the bill, the right of access to the state secret is transferred from the head of the body, establishment, and enterprise to the bodies of the Security Service of Ukraine (upon enactment of the Law "On Amendments to the Law of Ukraine "On State Secret" (Reg. No.2432-VI of 6 July 2010) on 30 January 2011).

 

The bill regulates the labour relations, supplementing clause 23 of the Law with a new part three, regulating the labour (occupational) legal relations between the owner and the citizen, if the former fails to provide the latter with an access to the state secret.

 

The Committee members upheld the bill, as its adoption would improve the national system of state secret protection, and correct legal deficiencies in the applicable legislation.
