The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends the Parliament to ratify the Agreement (in the form of exchange of letters) between Ukraine and the European Bank for Reconstruction and Development on Amendments to the Framework Agreement between Ukraine and the EBRD on Chornobyl Ukryttia Foundation in Ukraine

The bill (Reg. No. 0190) amends the Framework Agreement between Ukraine and the European Bank for Reconstruction and Development on Chornobyl Ukryttia Foundation in Ukraine, increasing the donation of Ukraine from USD 50 million to USD 104, 163 million.

 

Ratification of the Agreement supports implementation of the international commitments of Ukraine, and encourages other donor countries to make extra donations to the Chornobyl Ukryttia Foundation.

 

Under Chapter 1 of the Framework Agreement, Ukraine undertook an obligation to donate to the Chornobyl Ukryttia Foundation in the sum total USD 50 million (6,51% of the primary cost estimate of the Action Plan on Ukryttia facilities USD 768 million). 

 

The Committee members stated that the Action Plan had been developed and adopted in 1997 on the grounds of the then assessments of Ukryttia facilities and its transformation into an environmentally safe system.

 

The Committee members believe that assignment of an extra donation of Ukraine in the Framework Agreement will meet the international commitments of Ukraine, and encourage other donor countries to make extra donations.
