The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends the Verkhovna Rada of Ukraine to adopt the Housing Code of Ukraine in the Second Reading

Valerii Baranov, Chairman of the Committee, declared that the bill (Reg. No.2307) formed a legislative base for realization of the housing right. The bill sets the legal, organizational, social and economic principles of governmental policy in the housing sector. Thus, the bill regulates the following issues: origin, realization and termination of a housing property right; registration of citizens in need of housing or improvement of housing conditions, rendering of housing; realization of rights and fulfillment of duties of housing owners and users; preservation and reservation of housing in public and municipal ownership.

 

The People´s Deputy emphasised that a working group was set up to develop a draft Housing Code of Ukraine. Most proposals and remarks of the Central Judicial Office of the Verkhovna Rada of Ukraine Secretariate and subjects of the legislative initiative were considered. According to V. Baranov, the Committee received 504 remarks and proposals, 300 of which were fully taken into account, 177 in edited version, 25 - partially, 32 rejected.

 

According to the Committee members, the drafted version is exhaustive, as it regulates the fundamental problems of the public utilities sector.

 

Under the document, the citizens of Ukraine in need of social security, and other categories of citizens defined by this Code and other laws have the right for a free housing on lease conditions from the state or municipal housing stock.
