The Committee on the Matters of Pensioners, Veterans and Persons with Disabilities recommends the Parliament to adopt the Bill on Amendments to Clause 36 of the Law "On Compulsory State Pension Insurance" (re Pension in case of a Loss of a Breadwinner to be granted to the Individuals looking after Children with Disabilities and Disabled from Childhood)

The bill (Reg. No.6248) treats the spouse or, in their absence, one of the parents, brother or sister, grandfather or grandmother of the deceased breadwinner irrespective of their age and working capacity as family members not capable of working, if they are not employed and take care of not only a child (children) of the deceased breadwinner before they become 8 years of age, but also the children with disabilities and disabled from childhood.

 

The People´s Deputies support strengthening social security of the unemployed persons looking after the children with disabilities and disabled from childhood. However, they believe that unemployed persons looking after the children with disabilities and disabled from childhood of II and III disability groups shall be granted a pension in case of a loss of a breadwinner on the grounds of the certificate of the medical-consultative commission proving that the persons in custody require constant outside assistance.
