The bill (Reg. No.6688) amends item 2 of chapter XV "Final Provisions" of the Law "On Compulsory State Pension Insurance" and clause 4 of the Law "On Compulsory State Pension Insurance Fee", pursuant to which, the order of pension rates calculation established by part 3 of clause 53 of the Law "On Pension Provision" is extended onto the flight crews of civil aircrafts (pilots, navigation officers, flight engineers, flight mechanics and flight radio operators), and flight operators rendering special services during the flights. It is also extended onto the civil aviation flight attendants. For the latter category of employees, the compulsory pension insurance fee is established at the rate of 5%, while enterprises hiring employees from among the flights attendants shall pay 42% charge for one taxation subject.

As the Law "On Compulsory State Pension Insurance" comes into effect on 1 January 2004, the Laws of Ukraine and other normative-legal acts are used in the part that does not contradict this Law. Thus, the amendments to the pension-regulating standards for the category of employees mentioned are introducedto this Law.

The Committee members emphasised that pursuant to clause 35 of the Flight Code of Ukraine, the flights crews consist of captain, other members of flight crew and operating crew, all the flight crew members belonging to the flight personnel.
