The bill (Reg. No. 7031) abolishes licensing of several types of activity in the telecommunications sector (fixed landline communication, fixed wireless communication, mobile communication, technical maintenance of telecom networks, networks of on-air television and radio broadcasting, line radio and television, lease of local telecommunication channels). Instead, it offers the mechanism of registration of respective entities, extending public access to the universal telecom services.
The Committee members support the bill, as it alleviates access to the telecom services market, enhances the licensing of the radio frequency resource use and harmonizes Ukrainian legislation on telecommunications with Directive 2002/20/EC on the authorisation of electronic communications networks and services.
