Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for boosting Cooperation between the CIS and the OSCE in the Economic and Environmental Sectors

 

V. Lytvyn congratulated the Kazakh colleagues on the successful presidency in the OSCE. "It is important that Kazakhstan is the first Central Asian state in the post-Soviet space that enjoyed the privileges of the leadership in the most influential global organization uniting 56 states. However, the most important fact is that the presidency of Kazakhstan managed to interrupt an eleven-year pause, when there were no summits, and correspondingly, no thorough analysis of the activity of the Organization", he declared.

 

The Head of the Parliament is convinced that the coming OSCE summit in Astana "would bring the Organization afloat regarding such priority areas as economic security, national minorities´ problems and OSCE reforms to allow the Organization efficiently respond to XXI century risks and challenges."

 

In his speech, V. Lytvyn focused on the new challenges in the economic and environmental sectors facing the OSCE, and emphasised that the issues connected with the formation of divergent world economics, methods of world crisis overcoming and relevant CIS and OSCE contribution should be discussed in Astana.

 

Among the problems requiring rapid solution, the Head of the Parliament singled out "the high risks in the sphere of power engineering." "I am of the opinion that it is necessary to solve these issues, as it would open new opportunities and perspective for the cooperation between the OSCE and the CIS", he admitted.

 

V. Lytvyn analyzed the situation with the cooperation between the OSCE and the CIS in the economic and environmental spheres and concluded that the present level was insufficient. He deems necessary to reform these international organizations.

 

According to the Chairman co the Verkhovna Rada, strengthening of the cooperation between the CIS and the OSCE would facilitate the exchange of experience in the settlement of the economic and environmental issues.

 

Furthermore, Volodymyr Lytvyn mentioned that cooperation between the interstate organizations was of special significance in the conditions of globalization.

 

Cooperation between the CIS and the OSCE in the economic and environmental sectors can be established in the following areas: overcoming of the negative consequences of economic and financial crisis, trade relations, exchange of experience in the state-private partnership, secure transport management in the European-Asian space, alleviation of the customs, taxation and marketing procedures, cooperation in the agricultural sector, environmental and energy supply security, scientific and technological cooperation, labour migration.

 

The Head of the Parliament declared the readiness of Ukraine to assist in the development of such relations. "Our state is ready to foster foreign political and foreign economic cooperation in the multi-partnership", V. Lytvyn declared. "The situation requires new approaches, doctrines, adaptation to the modern reality of a global dialogue. This goal can not be reached, unless the priorities of economic and environmental cooperation between the OSCE and the CIS are set", he concluded.

 

Asked about the period of the Ukrainian presidency in the OSCE, the Chairman of the Verkhovna Rada of Ukraine responded, "It is a matter of the diplomatic corps."

 

V. Lytvyn expects that the post-Soviet countries will render assistance on this issue. "I am convinced that it would be a right decision, as we have common history and ever-lasting traditions", the Head of the Parliament explained.

 

"We shall work efficiently and be grateful to the colleagues from Kazakhstan that gave impetus to the OSCE activity", he concluded.
