The Verkhovna Rada of Ukraine plans to adopt the State Budget on 23-24 December
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made this statement at the briefing on Monday.
V.Lytvyn stressed that the Parliament should adopt the Tax Code for the Government to draft the State Budget.
V.Lytvyn reminded that the Committee on Taxation and Customs Policy and he, as the leader of the Parliament, took efforts to make the draft Tax Code acceptable for the tax payers. "Working groups were set up, and public meetings of the Committee were held," he stated.
The Chairman of The Verkhovna Rada of Ukraine admitted that not all proposals and standpoints had been harmonized. He believes that this act should take into account both the interests of the business entities, and the topicality of the economic problems facing the country.
Given the importance of the Tax Code, V.Lytvyn suggested that every amendment to this act should be scrutinized in the session hall on Tuesday, 16 November, the debate should be summarized on Wednesday, and the work should be continued on Thursday "to reach a clear agreement."
According to the Chairman of The Verkhovna Rada, the Law on the Standing Orders allows amending the draft Tax Code on its adoption in the second reading, sending it to be signed by the President of Ukraine afterwards. "This document should be worth signing," V.Lytvyn stressed. If the Head of State sets the veto on the Law, the budgetary proceedings will be delayed.
According to the Chairman of The Verkhovna Rada of Ukraine, the Parliament plans to scrutinize the draft State Budget in the first reading on 2-3 December, adopting this fundamental fiscal document on 23-24 December.
