The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl does not support the Bill on Amendments to the Law "On Pesticides and Agrichemicals" (re Registration of Pesticides and Agrichemicals)

The bill (Reg. No.7141) re-defines the term ‘pesticides´, and changes the authority of the state bodies in charge of the sphere connected with the pesticides and agricultural chemicals. In particular, several functions of the specialized central executive authority body in charge of environmental protection are transferred to the authorized central executive authority body in charge of agricultural policy.

 

In particular, the following functions are transferred to the Ministry of Agrarian Policy: organization of the pesticides and agricultural chemicals testing; state registration, research and adoption of the methods for their certification and testing; ratification of the pesticides and agricultural chemicals register; licensing, etc.

 

According to the Committee members, the suggested amendments "may infringe upon the legal relations connected with the state registration, production, purchase, transportation and safe use of pesticides and agricultural chemicals, as well as to the uncontrolled operations with these chemical substances."
