The Committee on Transport and Communications recommends that The Verkhovna Rada forwards the Bill on Amendments to the Law "On Motor Transport" and several other Laws of Ukraine regarding Specificity of Transport Sector Activity for further Adjustment

The bill (Reg. No.6700), submitted by People´s Deputy M. Volynets, involves the public and executive bodies into the reformation and development of professional taxi service, rendering of quality services by the taxi operators and information-controller services, improvement of the public services in this sphere, and implementation of international experience in the market of motor transportations.

 

According to the author of the bill, adoption of the suggested amendments balances the interests of the state, local self-government bodies, public transport users and enterprises, organizations and other legal bodies and sole proprietors in the motor transportations market irrespective of the forms of ownership.

 

The Committee members declared that the provisions of the bill in the sphere of branch development, in particular in part of formation of consultative bodies and their authorization shall be harmonized with the requirements of the basic Laws, in particular, clause 51 of the Law "On Cabinet of Minister of Ukraine" and clause 26 of the Law "On the Local Self-Government in Ukraine."

 

The People´s Deputies expressed certain remarks to several norms of the bill.

 

Having considered the conclusions of the Cabinet of Minister of Ukraine and Central Scientific-Expert Department of the Verkhovna Rada of Ukraine Secretariate, the People´s Deputies passed the resolution to forward the bill to the subject of legislative initiative for further adjustment.
