The Committee on Public Health recommends the Parliament to adopt the Bill on Amendments to the Law "On Preventive Treatment of the Acquired Immunodeficiency Syndrome (AIDS), and Social Security"

The Committee members scrutinized two bills on preventive treatment of the acquired immunodeficiency syndrome (AIDS), and social security: the bill under Reg. No. 6617-1, submitted by People´s Deputy Tetiana Bakhteieva, and the bill under Reg. No. 6617, submitted by the Cabinet of Ministers, that suggests adopting a new version of the applicable Law.   

 

Both bills enhance legal regulation of relations and activity in the AIDS spread prevention in Ukraine, and form legal prerequisites for implementation of the best world practices of control over the AIDS epidemics, as stated in the recommendations of the Joint United Nations Programme on HIV/AIDS, the World Health Organization and other special United National agencies tackling this issue.

 

The Committee members stated that unlike the applicable Law, the bills offered more specified regulation of legal relations in the protection of confidential information about the HIV status of an individual, its transfer to the third parties and disclosure.

 

However, the People´s Deputies believe that the bill under Reg. No. 6617-1 contains important provisions that the governmental bill is lacking.

 

The Committee recommends the Parliament to adopt the bill under Reg. No. 6617-1 as a basis. Provisions of the bill under Reg. No. 6617 should be taken into account, while adjusting the fornmer bill to the second reading.
