Deputy Chairman of the Committeeб reminded that the
Verkhovna Rada had adopted the Law (Reg. No.2486) on 1 July 2010. Under the
Law, the tariffs for electrical power established for general use shall be used
for payments effected by the urban electric transport
for the consumed electrical power during the performance of basic activity.
V. Yanukovych, President of Ukraine, suggests that the Verkhovna Rada should reject the Law, as pursuant to the Constitution of Ukraine, pricing policy is in the authority of the Cabinet of Ministers of Ukraine.
The Head of the State declared that having adopted the Law that regulates the tariffs for the electrical power established for the urban electric transport, the Verkhovna Rada of Ukraine interfered with the sphere of the Cabinet of Ministers authorities, which was an infringement on clauses 85 and 116 of the Constitution of Ukraine, as well as clause 6 of the Fundamental Law, pursuant to which the state management is based on the principle of its distribution.
The Committee Members agreed to the motions of the President of Ukraine and upheld the recommendation to reject the Law.
