The Committee on Human Rights, National Minorities and International Relations recommends the Parliament to adopt the Bill on Restoration of Rights of Persons deported on the Grounds of Nationality

The bill (Reg. No.5515) sets the status of the individuals deported on the grounds of their nationality; determines the authorities of the state power bodies and local self-government bodies in the sphere of rights restoration.

 

Under the document, the state guarantees the deportees their voluntary return to the places of their permanent residence, equality in rights with the citizens of Ukraine in accordance with the Constitution of Ukraine.

 

Pursuant to the document, the deportees resuming residence in Ukraine are guaranteed the right to settle within the administrative-territorial units, where they (or their parents or grand parents) used to live in the moment of deportation.

 

Furthermore, the property confiscated in the result of the deportation shall be returned to the deportees or their heirs (unless it is occupied or destroyed). Otherwise, the cost of the property is recovered to the applicants. Compensation for property confiscated in the result of the deportation and other property shall be paid within five years after the adoption of the relevant decision by the authorized body. A one-off payment shall not be less than the fifth part of the total sum.

 

The People´s Deputies called for prolonging the time limit of deportation, extending the effect of the Law onto the representatives of all the nationalities who suffered from the deportation from the territory of Ukraine, or extending its force onto the individuals deported from the territory of the Autonomous Republic of the Crimea.
