The Committee on Social Policy and Labour recommends The Verkhovna Rada to adopt the Bill on Amendments to the Law "On the Fundamentals of Social Security of the Homeless Adults and Children" in the Second Reading and in Entirety

The bill (Reg. No.6510) presents a new version of the Law "On the Fundamentals of Social Security of the Homeless Adults and Children", specifying the terms of this Law.

 

According to Vasyl Khara, Committee Chairman, 30 proposals have been received while adjusting the bill to the second reading. 9 proposals have been fully incorporated, 4 partially, 2 in the edited version, and 12 rejected.

 

The bill partially includes the proposal of People´s Deputy Yu.Karmazin, pursuant to which "Registration centers can be established by non-governmental and charitable organizations in compliance with the agreements on cooperation with the local executive and self-government bodies to detect and register the homeless persons."  

 

The bill presents the following version of part 4 of clause 12:

 

"4. Any legal acts concerning immovable property in the ownership or use of children shall be taken by obligatory preliminary consent of the child protection service. The officials of the child protection service bear personal responsibility for the protection of children´s rights and interests, if the consent for the legal acts concerning the immovable property in the ownership of children is given."
