The bill (Reg. No.7050) supplements clause 11 of the effective Law with the principles, pursuant to which, the Cabinet of Ministers of Ukraine would be authorized to adopt the Standard-Term Contract on Organisation and Rendering of Transport Services.
The bill was drafted due to the lack of regulation of the issues connected with the implementation of contract relations in the sphere of transport services rendering (tramways and trolleybuses).
Monitoring of contract relations proves that the concluded contracts do not consider the legislation requirements on the order of passenger operations, calculations under the constructed fare, obligations and rights of the parties, etc.
The People´s Deputies focused their attention on the lack of payment mechanism in the contracts on the transport services rendered by the transit riders pursuant to the constructed fare, constant lack of funding for the transport services rendered by the enterprises, which leads to their unprofitableness and arrears of wages and social payments for the consumed energy sources.
The Committee members upheld adoption of the bill on condition that the Cabinet of Ministers presents the standard-term contract before the second reading.
