Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that Adoption of the Tax Code and the State Budget for 2011 are the Crucial Tasks of the Parliament for this Session
In the interview to Era Radio, V.Lytvyn announced that he assigned the governmental draft Tax Code to be scrutinized by the parliamentary committees and adjusted for the first reading.
Admitting that the draft "arouses a great many complaints", V.Lytvyn called for launching a constructive discussion to adopt the Tax Code supported by the public and ratify the budget for the next year on its basis.
The Chairman of The Verkhovna Rada of Ukraine believes that the Tax Code should be easy-to-administrate, affordable for the tax payers and guaranteeing social balance.
The Head of the Parliament stated that the draft would undergo the full procedure. There will be several meetings with the government officials, the acceptable resolution achieved after consultations. "I believe that the compromise will be reached," V.Lytvyn stated.
Asked whether the functions of the Parliament have been reduced to non-interference with the Government´s work, the Chairman of The Verkhovna Rada of Ukraine stated that the Parliament had been scrutinizing mostly the bills by the People´s Deputies, which "is natural, as a new government could not have drafted too many bills." Only a fourth part of more than 80 bills submitted this week was brought forward by the President of Ukraine or the Government. "Thus, the Parliament cannot have turned into the place supporting only governmental resolutions, as when the powerful opposition criticizes, the authorities should take it into account," he stated.
