The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends the Parliament to reject the Bill on Amendments to Clause 23 of the Law "On Drinking Water and Drinking Water Supply" (re Water and Flow Cleanout Reagents)

The bill (Reg. No. 6662) gives preferences to the domestic producers of drinking water and flow cleanout reagents in the purchase of such reagents by the enterprises for technological needs (drinking water and waste water cleanout).

 

The bill contravenes the Economic Code of Ukraine, the Law "On the Foreign Economic Activity", and the norms of the General Agreement on Tariffs and Trade of 1994, the element of the legislative base of the World Trade Organization, legally binding for Ukraine due to its membership in this organization.    

 

Moreover, the bill contradicts Clause 7 of the Law "On the Foreign Economic Activity", pursuant to which the goods imported from the WTO member states are subject to the national treatment regime, no less beneficial than the one established for the similar goods of Ukrainian origin.
