The Committee on State Building and Local Self-Government held a Round Table Discussion to debate the Functioning of the State Register of Voters

The Chairman of the Committee Yurii Kliuchkovskii opened the meeting. He stated that the State
Register of Voters put into effect by the relevant bill in 2007 and the biggest
difficulties regarding its implementation were left behind, as the past
elections of the President of Ukraine has proved. However, he emphasised that
still there were certain problems to be solved, as the functioning of the
Register is essential in view of the coming local elections.
Anatolii Horbatiuk, People´s Deputy of Ukraine, singled out the urgent problems in this sphere, i.e. a mechanism of the annual verification of the personal data of the voters included into the Register, and correlation of the voting place and election address.
He is convinced that the procedure of the annual verification of the voters´ personal data, introduced by the effective law, is imperfect and too burdensome for the State Budget of Ukraine.
The People´s Deputy also deems necessary to authorize the voter to change the place of voting without changing the election address on the grounds of a personal plausible appeal.
Yu. Kliuchkovkii stressed that changes of voting place without changing the election address are impossible; moreover, a special document should be given to the voter in this case
The participants of the round table discussion debated the bill (Reg. No.6669) "On the State Register of Voters" introduced by the Government and adopted by the Verkhovna Rada of Ukraine. The bill (Reg. No.6669) introduces amendments to the effective Law that enhance legal regulation of activity of bodies in charge of the Register, define the procedure of its formation and regulate compilation of the voters´ register before validation. Pursuant to the bill, a state register of voters is an automatic information telecommunication system for the storage and processing of data formed to support the state register of citizens of Ukraine that have the voting rights pursuant to clause 70 of the Constitution of Ukraine.
