Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for a Balanced Approach to the Scrutiny of Amendments to the Constitution of Ukraine
Asked about the perspectives of amending the Fundamental Law, V. Lytvyn declared that he "is an adherent of a sensible way of the issue scrutiny." However, he declared his awareness of the fact that all the issues regarding the introduction of amendments to the Fundamental Law "are sure to be of the political character and will be investigated as the political process."
Thus, the Head of the Parliament is convinced that "irrespectively of the Constitutional Court decision, it is necessary to assume a sensible approach to the problem, taking into the consideration the interests of Ukraine and the public."
V. Lytvyn believes that it shall be done by expert and researchers. He called for setting up a working group to draft the amendments to the Constitution of Ukraine. "When we have the topic for a wide discussion, it will be possible to form the constitutional commissions", he added.
The Chairman of the Verkhovna Rada of Ukraine also emphasised that he was occupied "only with a democratic variant of this process."
Asked about his attitude to the ides of the Head of the Administration of the President of Ukraine Serhii Liovochkin regarding the formation of the constitutional council, V. Lytvyn stated that it was necessary to investigate whether the previous constitutional council, formed by the previous President of Ukraine, had been liquidated.
The Head of the Parliament also declared that as a rule, the constitutional council is formed out of "authoritative people who can express only their own vision." "For the drafting of materials to be discussed thoroughly, the working group of expert subdivision shall be formed", he added.
