The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that the Parliament adopts the Bill on the Lease or Concession of the Central Water and Heat Supply, and Water Drainage Facilities in the Municipal Ownership in the Second Reading

The bill (Reg. No.2320) determines the specificity of the lease or concession of the central water and heat supply, and water drainage facilities in the municipal ownership.

 

Pursuant to the Secretariat of the Committee, the amendments of People´s Deputy Yu. Karmazin were received, while the bill was adjusted to the second reading. 16 of 9 amendments had already been a subject of the Committee´s and parliamentary scrutiny.

 

The Committee members have taken into consideration the corrections of the Central Scientific Office, introducing relevant amendments to the text of the bill.

 

The People´s Deputies supplemented part four of clause 6 of the bill with the provision, pursuant to which, "the body in charge of public property management coordinates the competition conditions with the central executive authority body on public utility services" and the sentence: "the central executive authority body on public utility services shall coordinate the competition conditions or give consent to the motivated rejection within 10 days." Rejection in such an agreement is possible exclusively due to the motives of non-correspondence of competition conditions to the legislative requirements.

 

The Committee suggests excluding part four of clause 10 (regarding the register order of lease or concession agreement).
