Under the Law, district councils can be established on the grounds of either the resolution of the territorial community of Kyiv adopted in the result of the local referendum or the resolution of Kyiv City Council. The resolutions of the territorial community of Kyiv or Kyiv City Council on establishment (non-establishment) of the district councils shall be adopted before the day of regular elections.
Pursuant to the Law, an executive body of Kyiv City Council is Kyiv City State Administration that simultaneously fulfills the functions of the public executive authority, which is a specificity of the executive authority in Kyiv. The President of Ukraine appoints the Head of Kyiv City State Administration under the procedure fixed by the Constitution and Laws of Ukraine.
