The Law implements liability for the infringement of the rules or illegal production, produce, purchase, transportation, sending, keeping of poisonous and superpotent agents and medicines that are committed repeatedly, by previous concert of a group of people or heavy dimensions (part 3 clause 321 of the Criminal Code of Ukraine), or in serious heavy dimensions (part 4 clause 321 of the Criminal Code of Ukraine).
As it was declared in the Secretariate of the Committee, analysis of the Law implementation shows that unfortunately the results desired in fighting drugs business and dugs addiction have not been reached. Thus in 2008 there were 588 people were accused within this category of cases. 91 people were condemned to deprivation of freedom, 208 to the penalty payment. Furthermore, 285 people were released from the conviction with the probation term on the grounds of clause 75 of the Criminal Code of Ukraine. In 2009 the quantity of convicted were 174 people. Among them the 58 were condemned to the deprivation of freedom and 72 people were released from the conviction with the probation term.
Thus the data indicated above proves the reduction of the activity of the laws enforcement agencies regarding the given sphere of activity that facilitates further spread of drugs addiction and drugs business among the population and especially the youth, the Committee emphasised.
