The Committee on Taxation and Customs Policy recommends that the parliament adopts the Bill on Amendments to the Law "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Alcohol, Alcohol Beverages and Tobacco Goods" (re Import and Export of Alcohol)

The bill (Reg. No.6379) sets the general principles of government policy concerning the regulation of production, export, import, wholesale and retail trade in ethyl alcohol, cognac and fruit alcohols, alcoholic beverages and tobacco products, ensuring their high quality and protecting health of citizens, and strengthening of fighting against illegal production and circulation of alcoholic beverages and tobacco products within the territory of Ukraine.

 

The bill harmonizes the norms of the Law "On Grapes and Grape Wine" with the state standards of Ukraine 4700:2006 "Cognacs of Ukraine. Technical Conditions" of the term "cognac alcohol" that is used in clause 1 of the Law "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Alcohol, Alcohol Beverages and Tobacco Goods."

 

Pursuant to the bill, the term "cognac alcohol" is defined as alcohol received by the means of recycling of the cognac wine material according to the special technology for the further aging in oak package or rustproof/ enameled vessel with oak lag.

 

The bill suggests import and export of the cognac and fruit alcohol exclusively to the producers of cognac and fruit alcohol that have the relevant license on the production, import and export.

 

The Committee calls for adopting the bill, although warns that the suggested definition of the term "cognac alcohol" as alcohol received by the means of recycling of the cognac wine material according to the special technology for the further aging in oak package or rustproof/enameled vessel with oak lag may have the negative impact on the quality of cognac in Ukraine. The issue, according to the People´s Deputy, is supposed to be discussed in the course of the bill´s adjustment to the second reading.
