The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that The Verkhovna Rada rejects the Bill on Amendments to the Law "On Association of Co-Owners of Multi-Apartment Buildings"

The bill (Reg. No. 6425) authorizes the associations of co-owners of multi-apartment buildings and the housing associations to lease land plots of these residential houses and premises within the lands determined by the local self-government bodies on the date of construction permit issue in the period of 01.06.2010 - 01.01.2015.

 

The Committee members support the intentions of the law-makers to facilitate setting up of the associations of co-owners of multi-apartment buildings in the newly-constructed multi-apartment houses. However, acquisition of rights for the land plots by the housing associations is regulated by clause 41 of the Land Code of Ukraine, and does not refer to the competence of the Law "On Association of Co-Owners of Multi-Apartment Buildings."

 

The Committee members believe that adoption of the bill is unreasonable. They recommend that the bill be rejected.
