On Monday, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, met PACE President Mevlüt Çavusoglu

 

At the beginning of the meeting, V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine, highly appreciated the level of cooperation between Ukraine and the Council of Europe and its Assembly. "The Assembly has always offered positive evaluations and sensible recommendations regarding our work. Your vision and friendly advice are utterly important for us to implement our authorities efficiently and follow all the recommendation and commissions of Ukraine assumed before joining the Council of Europe", the Chairman of the Ukrainian Parliament declared.

 

In his turn, PACE President stated that he "is glad to see the stable coalition in the Verkhovna Rada, stability in the Government and the willingness of the President and the Parliament to extend reforms."

 

During the meeting, the Parties discussed implementation of the obligations under the agreement between Ukraine and PACE.

 

V. Lytvyn informed that the Parliament shall adopt the Law on prosecuting magistracy, the Electoral Code, the Criminal Code, the legislative package on corruption counteraction; thoroughly analyze the process of judicial reform implementation, introduce necessary amendments to the legislation with the recommendations of the Venice Commission, and complete the constitutional reform by amending the Fundamental Law "to make it meet the reality." The Verkhovna Rada shall scrutinize the legislative package on enhancement of legislation in the sphere of freedom of speech and mass media. "It is a matter of honour for Ukraine. After the adoption of these decision we would be ready to adopt new standards of cooperation with PACE", Volodymyr Lytvyn declared.

 

PACE President announced that the next week, the co-reporters of the Assembly Monitoring Committee would visit Ukraine with a working visit. He hopes that it would be a perfect possibility to discuss the performance of obligations by Ukraine.

 

Pursuant to M. Çavusoglu, implementation of these reforms shall facilitate the progress of Ukraine towards the European integration. PACE President expects that the Association Agreement between Ukraine and the European Union will be signed shortly. He emphasised that the Assembly "absolutely supports" European pursuits of Ukraine.

 

V. Lytvyn expressed gratitude to M. Çavusoglu for his standpoint. "We expect the assistance of the Parliamentary Assembly and your personal assistance, which is utterly necessary for us. We do not discuss the date of Ukraine joining the EU, but the fact that these documents are of definite European integration character", he added.

 

Speaking on the internal political situation, V. Lytvyn emphasised the necessity and importance of preserving stability in Ukraine. He deems necessary to transfer the dialogue between the coalition and the opposition on the level of efficient cooperation, and "preserve the democratic achievements and their significance for the economic sector." The Chairman of the Verkhovna Rada of Ukraine hopes that the constructive standpoint of PACE President will facilitate understanding of the internal processes in Ukraine.

 

The Parties also discussed the activity of the Ukrainian parliamentary delegation in PACE. According to V. Lytvyn, "it is the matter of joining the efforts for both the Council of Europe, and PACE to play even a bigger role in the realization of our tasks."

 

During the briefing after the meeting, V. Lytvyn declared that "it is logical to claim that Ukraine and PACE are on the stage of feasible cooperation and are going to achieve common positive results."
