"Today, all branches of power are obviously willing to make consistent, agreed-upon and responsible decisions," Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated at the meeting of the Council of Regions.
Among such decisions, the Head of the Parliament singled out adoption of the State Budget for the coming year which "should be feasible and provide for the future."
Adoption of the Tax Code is equally important, V.Lytvyn believes. When this document comes into force, the Laws on the State Budget should no longer include provisions on taxation. It is inadmissible to supplement the Law on the State Budget with the provisions terminating regulations of legislative acts on privileges, compensations and guarantees. The Chairman of The Verkhovna Rada of Ukraine reminded that this situation was observed in 1995-2008 and in 2010. "This harmful tendency must be suspended," V.Lytvyn stressed.
He drew attention to the fact that the Laws on the State Budget of Ukraine vested the Cabinet of Ministers of Ukraine with the authorities not envisaged either by the Constitution or the Budget Code of Ukraine. "This should be prevented by the drafting and adoption of the law on the State Budget for the next year," V.Lytvyn stated. He also expects that the terms of and requirements for scrutiny and adoption of the fundamental financial act will not be violated.
"Considering the reforms announced by the President of Ukraine, the year of 2011 will be utterly significant, as it should mark the breakthrough in the state development," the Head of the Parliament summed up.
