The Bill (Reg. No. 5266) specifies the status of a volunteer and the volunteer organization, their rights and obligations, principles, types, and areas of activity, financial sources, etc. Also, the document envisages mechanisms of interaction between the volunteer movement participants, as well as the area of the government interference.
The People´s Deputies emphasized that up until now, there have been no legislative documents regulating the activity of volunteers. Areas of the movement development as well as financial sources have been unclear. The Committee members are convinced that adoption of the bill allows using the potential of Ukrainian volunteers more actively and fully. Furthermore, they will be encouraged for active work, education, and training.
In the course of the elaboration of the bill for the second reading the Committee received a number of propositions, the majority if which were taken into the consideration. In particular the Committee members upheld the propositions regarding the more distinct definition of the mechanisms of the state support of the volunteer movement, rights and obligations of volunteers and volunteer organizations, conditions of the cessation of the volunteer activity etc.
The Committee also deems it necessary to alter the title of the future bill to "On Volunteer Activity."
