The bill (Reg. No. 6634), submitted by the Cabinet of Ministers, amends the Code of Ukraine of Administrative Infringements, introducing such a type of administrative punishment as community service. Under the court resolution, the infringer shall do community service for forty-sixty hours; thirty-forty hours; forty-sixty hours, etc.

The Committee members believe that amendments to the Code of Ukraine of Administrative Infringements are topical. As the applicable rates of fines are too low, the effective sanctions fail to prevent new infringements.

Thus, clause 1 of the Code fails to meet its objectives, i.e. protect the civil rights and liberties, property, rights and legitimate interests of enterprises, establishments and organizations, etc.

The Committee members support the bill, since its adoption will prevent new infringements and raise the legal awareness of the citizens.
