Prerogative of the Adoption of the Constitutional Decisions belongs to the Parliament - V. Lytvyn.
In the interview for "Hlavred" newspaper, published on Monday, V. Lytvyn expressed the thought that for the prevention of this process polarization it is necessary to form the working group "that shall be formed out of the specialists and scientists, instead of the politicians. The working group shall thoroughly investigate the Constitution and compare its principle with the modern reality what is useful now and what is obsolete." "Constitution shall be implemented to the ultimate extension and we shall make everything possible for it. One more task is to solve the issue on local authorities organization as well as eliminate the authority doubling between the President and Government etc. I am against campaigns and rapid decisions. It is not an urgent problem for today. When there is a high grade of society readiness, we will concentrate on this topic"
On the final stage, according to the Head of the Parliament, it is necessary "to form the Constitutional Commissions that shall be able to suggest the society and the Verkhovna Rada an appropriate document, which can be a certain social treaty between authority and people that is playing the consolidation role."
Asked by the journalist, V. Lytvyn also declared that finally, all the amendments to the Principal Law even if they are adopted during the referendum, would be adopted by the Verkhovna Rada of Ukraine "as the prerogative of the adoption of the constitutional decisions belongs to the Parliament." "There can be divergent initiatives and projects though making them appropriate for the society is the task of the Verkhovna Rada of Ukraine", he explained.
