The Verkhovna Rada Committee on Budget considered 5236 amendments submitted by People's Deputies to the 2027 Draft State Budget and recommended that Parliament adopt the draft law in the first reading. This was announced by the Chair of Budget Committee Roksolana Pidlasa.
“The Budget Committee processed 5236 amendments and consolidated them into 88 budget conclusions. In draft budget laws, deputies submit amendments for the first reading, therefore, the Committee proposes that the Government incorporate the main changes when refining the draft for the second reading,” noted Pidlasa.
According to her, the Verkhovna Rada is expected to consider the Draft State Budget in the first reading tentatively on October 28.
“The Budget Committee takes a realistic approach to amendments, with a full understanding of the state of the budget in both 2026 and 2027. The deficit is largely covered through partner assistance, and any additional expenditure without an identified funding source only increases this requirement. Therefore, we did not include figures in the budget that cannot be backed by actual resources. Where the need is obvious, the Committee instructed the Government to identify resources ahead of the second reading,” noted Roksolana Pidlasa.
The proposed amendments concern national security and defence, education and science, healthcare, local budgets and regional development, economic support, social protection and public administration.
Key Committee proposals:
Education. The Committee instructed the Government to identify funding for a pilot project on teacher remuneration reform. The Government has to consider the increasing subventions to local communities for shelters in schools and kindergartens, workshops for vocational education (VETs), and the energy independence of educational institutions.
Defence. The Committee instructed the Government to process for the second reading, the issue of increasing service remuneration for military personnel, the possibility of doubling the volume of state guarantees for defense industry enterprises, up to UAH 60 billion, the potential allocation of additional expenditures for the construction and purchase of housing for members of the Armed Forces of Ukraine, and establishing a new subvention to local budgets for national resistance training centres.
Healthcare. The Committee allocated an additional UAH 150 million for the procurement of medicines for autoimmune diseases of the nervous system and neuromuscular diseases. It also instructed the Government to identify funding for medications for patients with achondroplasia and Duchenne muscular dystrophy, as well as for osseointegrated prosthetics for veterans.
National Cashback. The Committee proposes prohibiting the payment of "National Cashback" from the budget program supporting the development of production and entrepreneurship, as well as examining whether "National Cashback" should be funded from state resources at all.
5. Large-Scale Privatization. The Committee proposes allowing large-scale privatization auctions in 2027 with a reduction of the starting price, which will finally make it possible to sell loss-making assets.
6. Local Budgets and Regional Development. The Committee instructed the Government to address the allocation of 4% of PIT (personal income tax, excluding military PIT) to local community budgets and properly balance this amendment, as the State Budget would lose UAH 18.2 billion, as well as to consider not deducting reverse transfers from local budgets and to increase expenditures on compensation for destroyed housing.
7. Support for Agricultural Producers. The Committee instructed the Government to explore increasing support for agricultural producers, particularly those in high-risk farming zones due to hostilities, and expanding the volume of subsidized loans for farmers, as well as introducing a compensation of up to 75% of the construction cost for livestock farms (currently 50%).
