On 14 October, the Verkhovna Rada of Ukraine adopted as a whole the Law of Ukraine "On Property Valuation" (No. 13435).

Property valuation accompanies many processes vital for individuals — from purchasing or selling real estate to lending, inheritance, insurance, and transactions involving state and municipal property.

The updated system is intended to ensure more transparent, clear, and uniform rules for determining property value, improve the quality of appraisers' work, and strengthen liability for breaches of professional requirements.

Key innovations:

 introduction of international and European property valuation standards;

 a modern system of professional training, self-governance, and liability for appraisers;

 digitalization and more transparent valuation rules;

 pre-trial dispute resolution mechanisms;

 opening the Ukrainian market to foreign specialists and expanding opportunities for Ukrainian appraisers to work in international markets.

The adopted Law will contribute to enhancing the quality and transparency of valuation activities, developing professional self-governance, and harmonizing Ukrainian legislation with European standards.

For citizens, this will mean greater protection during property transactions, the ability to challenge disputed matters prior to applying to court, and a more predictable approach to determining property value.

For the state and business, this means a modern and transparent market for valuation services, the development of professional self-governance, and bringing Ukrainian rules closer to European standards.

Updating the property valuation system is an important step towards transparent asset management, creating conditions for the economic recovery of Ukraine, and fostering a modern European economic environment in the country.

The Committee on Economic Development served as the lead committee for working on the draft Law.
