On 13 October 2026, the Verekhovna Rada of Ukraine adopted as a basis a draft Law on Amendments to Certain Laws of Ukraine Regarding the Improvement of the Procedure for the Disclosure of Banking Secrecy by the National Bank of Ukraine (No. 15555 from 21.08.2026).
The aim of the draft law is to bring the procedure for disclosing information constituting banking secrecy, received by National Bank of Ukraine from a banking supervisory authority of another state, into compliance with the requirements of EU legislation.
The draft law proposes to establish a prohibition on access to information constituting banking secrecy received by the National Bank from foreign banking supervisory authorities in civil and commercial court proceedings.
It is also proposed to stipulate that the National Bank of Ukraine shall have the right to disclose information constituting banking secrecy received from a banking supervisory authority of another state not only exclusively with the consent of such authority, but also solely for the purposes specified in such consent.
