Sanctions Against russia and €100 Billion for Ukraine: Olena Kondratiuk Hands Over Verkhovna Rada Delegation’s Proposals to Roberta Metsola

Deputy Speaker of the Verkhovna Rada of Ukraine Olena Kondratiuk, heading a delegation of Ukrainian female MPs, met with the President of the European Parliament Roberta Metsola.
"We used this meeting to speak candidly with the President of the European Parliament regarding Ukraine’s specific and urgent needs," the Vice Speaker reported.
During the meeting, Olena Kondratiuk handed over the proposals of the parliamentary delegation currently visiting Brussels under the Women Empowerment Programme—a women’s political leadership initiative organized by the European Parliament for Ukrainian female MPs.
In particular:
1. Guaranteeing at least €100 billion to support Ukraine in the 2028–2034 EU Budget.
"The European Commission proposed setting aside a dedicated reserve of up to €100 billion for Ukraine. We ask for your support in securing €100 billion in the final EU budget as a guaranteed minimum level of funding for Ukraine for 2028–2034. We also request support for allocating sufficient and long-term EU resources to strengthen Ukraine’s air defense capabilities," emphasized Vice Speaker Olena Kondratiuk.
2. Granting Ukrainian MPs observer status in the European Parliament and opening a Verkhovna Rada Representative Office to the European Parliament.
"We propose considering the possibility of granting Members of Parliament of Ukraine observer status in the European Parliament as one of the practical steps toward Ukraine's gradual integration into the EU prior to achieving full membership. We also propose opening a Representative Office of the Verkhovna Rada of Ukraine to the European Parliament, which will ensure permanent operational interaction between the two parliaments," noted the Vice Speaker.
3. Establishing a Special Committee on Sanctions within the European Parliament.
"We propose establishing a special committee focused on countering the circumvention of sanctions against russia and unifying their enforcement across EU Member States. On the one hand, this concerns closing loopholes through which russia continues to obtain technologies and resources for its war; on the other hand, it involves aligning sanction lists, criteria, and implementation practices across EU countries. In particular, it is crucial to harmonize sanctions against individuals and entities involved in the deportation, forced displacement, indoctrination, and militarization of Ukrainian children," emphasized Olena Kondratiuk.
4. Ensuring Sustainable Funding for the Special Tribunal for the Crime of Aggression Against Ukraine.
"We ask for your support in securing dedicated, guaranteed, and multi-year funding for the EU’s contribution to the Special Tribunal, so that its work does not depend on annual voluntary decisions," explained the Vice Speaker.
5. Holding Dedicated Debates in the European Parliament on Ukrainian Children.
"We request initiating debates in the European Parliament with the subsequent adoption of a relevant resolution on the crimes of indoctrination and militarization of deported, illegally transferred Ukrainian children, as well as children living in the temporarily occupied territories, drawing upon current international reports and documented evidence of these crimes," emphasized Olena Kondratiuk.
The Deputy Speaker of the Verkhovna Rada also expressed her sincere gratitude to President of the European Parliament Roberta Metsola for her unwavering solidarity and support for Ukraine.
"Our conversations are always candid and substantive. Support for Ukraine must cease to be a collection of emergency measures and become the long-term policy of the European Union," Olena Kondratiuk expressed with conviction.
The multi-party delegation of the Verkhovna Rada of Ukraine visiting the European Parliament also includes MPs Maria Ionova, Alina Zahoruyko, Oksana Dmytriieva, Yuliia Ovchynnykova, Halyna Mykhailyuk, Tetiana Skrypka, Iryna Gerashchenko, Iryna Friz, Yuliia Sirko, Larysa Bilozir, and Olena Kopanchuk.
