On September 1, the Verkhovna Rada of Ukraine adopted as a basis a draft law on amendments to the Law of Ukraine “On State Aid to Business Entities.” The document (No.15437) proposes to restore the application of certain statutory provisions currently suspended due to martial law in the country, as well as to enhance the monitoring of state aid and oversight of its compatibility with competition standards.
The draft law also defines the specific application of its provisions during martial law, taking into account the situation in territories where active hostilities are taking place or that are temporarily occupied by the enemy, as well as for one year following the end of hostilities or temporary occupation.
Transparent rules for granting state aid are aimed at ensuring that business support is provided in compliance with competition requirements and operates as part of a clear state aid system.
The document will expand the use of state aid instruments, reflecting European approaches and Ukraine’s international obligations in the field of state aid, particularly those stipulated under the Association Agreement with the European Union.
The Committee on Economic Development is designated as the lead committee for processing the draft law.
