Media Representatives Can Now Attend the Meetings of the Committees and Temporary Investigative Commissions: The Verkhovna Rada Streamlines Access to Parliamentary Buildings

Representatives of the media can attend the meetings of the Verkhovna Rada committees, TICs and TSCs (Temporary Investigative/Special Commissions) using one-time passes.
Ruslan Stefanchuk, Chairman of the Verkhovna Rada, introduced the relevant amendments to Directive No. 431, dated May 8, 2024, “On Certain Issues Regarding the Operation of Journalists in the Verkhovna Rada of Ukraine of the Ninth Convocation Under Martial Law in Ukraine”. These amendments have already entered into force.
The updated document amends the work of the media representatives at the Parliament. From now on, journalists can physically attend meetings of any Verkhovna Rada committee or TICs, except for closed-door sessions. To do so, it is important to apply for a one-time pass.
To receive this pass, media representatives are required to submit a written application for admission to the Secretariat of the Verkhovna Rada of Ukraine at least five business days before the event, which must include:
the purpose of attending the event (coverage of the meeting, filming, interviews, etc.);
the date of the event, along with its estimated start and end times;
the address of the Verkhovna Rada of Ukraine administrative building and the room/office number where the event will take place;
the full name(s) of the media representative(s), the name and type of the media outlet they represent, the media outlet's identifier in the Register of Media Entities, the country of origin (for foreign media), position, and mobile phone numbers of both the media representative and the head of the media outlet;
a list of photo, audio, and video equipment required by the media representatives to cover the event;
the full name (first name, middle name, and surname, if applicable), position, and contact phone number of the person responsible for meeting and escorting the media representatives.
The number of media representatives granted access to the Parliament's premises will be determined based on the capacity of the shelter in the building where the event is hosted. During an air raid alert, media members must move to the designated basic shelter of the respective Verkhovna Rada of Ukraine building.
